"Postal services are public services" Zminijietna - Voice of the Left

In a press release Zminijietna - Voice of the Left said it disagreed with the total privatisation of Maltapost and asked whether Malta would benefit from the 'Luxembourg clause' which was agreed with in the EU in view of the liberalisation of the postal sector in the European Union.

Zminijietna - Voice of the Left said that the Nationalist Government was taking the next step in dismantling a public service which was reliable and which is progressively being transformed to a commercial entity with less workers' rights and less social responsibility, to the detriment of customers and staff alike.

Zminijietna - Voice of the Left said that last July the European Parliament voted for changes in the postal sector following a proposal by the European Commission. This resulted in liberalisation in two stages, where certain countries would be able to extend their deadline for liberalisation till 31 December 2012, including countries "with a small population and a limited geographical size". This last category is a novelty and is being termed the 'Luxembourg clause' as this country would most likely be the only member state to benefit from it.

The European Parliament had also voted for prevention of distorted competition, a universal service obligation, and provisions aimed at guaranteeing minimum social standards for postal workers across Europe, whereby basic rights and working conditions applied in member states, such as minimum pay and the right to strike, will not be affected by the Directive.

Zminijietna - Voice of the Left said that it agreed with the position of the European leftist United Left / Nordic Green Left group in European Parliament. In this regard, Dutch MEP Erik Meijer drew attention to the fact that it was the inadequacy of private operation of postal services in the past that led states to assume responsibility for them. "With this proposal, private operators will use temporary workers, post offices will disappear and be replaced by supermarkets, and vital services to the elderly and those living in rural areas will disappear to the detriment of these people and communities", he said. Zminijietna - Voice of the Left also welcomed the position of the European Trade Union Confederation, the French socialists and of the European Greens who spoke against the dismantling of postal services and about the problems of small countries respectively.

Zminijietna - Voice of the Left said that Malta's postal operator was amongst a group of 12 postal operators in Europe that welcomed the 'substantial improvements' voted by the European Parliament, but which warned that: "Postponement alone does not address the many legal, economic and technical questions which remain as acute as ever." The main point that they want resolved is the question of financing for the Universal Service Obligation, with member states obliged to ensure sufficient access and contact points across their territory and a uniform tariff between rural and urban areas.

Zminijietna - Voice of the Left said that even though the 'Luxembourg clause' will merely postpone liberalisation by some years, the Maltese government should make it clear whether Malta will benefit from this clause and whether the Maltese government was doing enough within the European Council of Ministers to safeguard the national interests of Malta in terms of social justice .

It is more than clear that Europe and Malta need a stronger political left in order to promote a social model, rather than a neo-liberal one which results in more inequality, added Zminijietna - Voice of the Left.
