Zminijietna - Voice of the Left asked whether any workers are benefiting from the recent changes in legislation covering part-time employment. Zminijietna also proposed further changes in this legislation to the benefit of workers.

Zminijietna - Voice of the Left said that apparently many workers whose primary job is on a part-time basis have not been informed by employers or the respective authorities about the changes regarding entitlement to pro-rata benefits such as leave and sick-leave if they work a minimum of an 8-hour week.

Zminijietna - Voice of the Left said that effectively, this means that the legislation is not being enforced in many places of work, to the detriment of workers' rights.

"It is useless having changes in legislation which are then not enforced. Besides, part-time workers should be informed about their rights", the leftist organisation said.

In the meantime, Zminijietna - Voice of the Left said that the changes in legislation covering those whose part-time work exceeds eight-hours weekly, though being positive, are 'half-baked' for various reasons.

In the first instance, part-time workers may be asked to work for a few minutes less than eight hours weekly, thus being denied pro-rata legal entitlements. Alternatively, they may be asked to register under different jobs each of less than eight hours, but with a comprehensive total of more than eight hours work, thus also being denied such benefits.

"People who would like to enter the labour market and workers who already have bad conditions are likely to be those who benefit less from such legal entitlements", Zminijietna added.

"It is ironic that whilst the Government speaks in terms of the need for more women to enter the labour market, the same Government puts forward half-baked measures. This also has to be seen in the context of Malta's lack of family-friendly work measures such accessible and affordable child-care facilities and options for flexible hours".

Zminijietna proposed that legislation on part-time work should be further reformed so that workers are entitled to pro-rata benefits from on an hourly basis from the first hour worked. This would tackle the abuse of employers.

"We support trade-unions in their efforts for workers' rights and urge them to voice such concerns within the MCESD", concluded Zminijietna - Voice of the Left.
