HOUSING CENSUS CONFIRMS SOCIAL AND ENVIRONMENTAL DILEMMAS

In its reaction to the volume of the National Census dealing with housing, Zminijietna – Voice of the Left said that the data clearly shows the social and environmental dilemmas related to this sector.

In particular Zminjietna referred to the fact that 69% of those living in rented properties are elderly persons. Zminijietna said that this shows that the proposals of the lobby for further rent liberalization are irresponsible and devoid of social conscience, especially in the current scenario of high property prices.

“We have been given false impressions for some years that people living in properties rented before the 1995 liberalization are wealthy people who can easily cope in a free-market property situation. The National Census now shows that most people living in rented property are ageing – and it is more than clear that ageing is an important determinant in increased poverty”.

“Zminijietna therefore welcomes the fact that both the Nationalist and Labour Parties have not given in to the proposals for a total free market situation which will give property owners the right to evict their tenants”.

“The National Census also clearly shows that the since the 1995 liberalisation, rented properties have actually declined from 28% in 1995 to just 21% in 2005. This shows that the argument of the liberalisation lobby that increased liberalisation will result in more rented properties is not necessarily correct. If anything, increased liberalisation will result in more social problems. Besides, most people want to be owners of their homes because this gives much more economic and social security and stability. A nation of rent tenants in a liberalized market will be a nation of persons at the mercy of property owners”.

Zminijietna – Voice of the Left is also very much concerned by the fact that vacant properties increased by 17,000 in the past ten years while permits increased by 48,000 in just seven years. The latest property census has revealed that 22.4% of all properties in
Malta are vacant all year round.

“It is ironic that whilst vacant property is increasing, the Government increased land area for development in the 2006 rationalisation exercise. Zminijietna believes that the approved ODZ land area should be revised and reduced, and property which is vacant strictly for speculative reasons (say from third vacant property onwards) should be taxed”.

Zminijietna – Voice of the Left concluded by welcoming the MLP and PN proposals on subsidisation on house loans, stating that the Labour proposals have a stronger social outlook, yet both parties’ proposals should do more to penalize property speculation. At the same time, social housing provided by the State should be more affordable. Zminijietna believes in the need for a national plan on housing, involving the participation of civil society stakeholders.

Zminijietna – Lehen ix-Xellug hi mhassba wkoll bil-fatt li l-propjetajiet vojta zdiedu f’17,000 fl-ahhar 10 snin filwaqt li l-permessi ghal zvilupp zdiedu f’48,000 fl-ahhar seba’ snin. Ic-censiment juri li 22.4% tal-bini f’Malta hu vojt tul is-sena kollha.

Zminijietna – Lehen ix-Xellug ikkonkludiet billi laqghet il-proposti tal-MLP u l-PN dwar is-sussidji fuq self ghal xiri tad-djar, u ziedet li l-proposti Laburisti ghandhom impenn socjali ikbar. Izda z-zewg partiti ghandhom jaghmlu iktar biex jippenalizzaw l-ispekulazzjoni tal-propjeta’. Fl-istess hin il-housing socjali provdut mill-istat ghandu jkun iktar affordabbli. Zminijietna temmen fil-htiega ta’ pjan nazzjonali dwar il-housing,bl-involviment tas-socjeta’ civili.
