'HOUSING SHOULD BE A PRIORITY OF A NEW GOVERNMENT” - ZMINIJIETNA

Zminijietna – Voice of the Left said that housing, which concerns thousands of families, should be given priority by a new Government. Zminijietna said that Malta requires a national plan which results in more affordable housing prices and which reduces speculation.

Zminijietna said

"The price of housing in Malta has kept increasing over the past years, and this is resulting in much burden on thousands of families, which include young people who shall buy their first property; low and middle-income earners; and those who are entering pensionable age. Housing is a social issue, and should not be dictated by market forces”.

“Malta requires policies which result in more affordable prices. This requires subsidies on loans for the purchase of first properties and the provision of affordable social housing by the state. We support proposals in favour of financial aid to those who shall buy their first property and to those who are facing economic difficulties such as loss of employment".

"Zminijietna – Voice of the Left opposes further liberalisation in the housing sector, as this will result in serious problems and difficulties for thousands of families. During the past few years, false impressions were given whereby it was falsely stated that many people living in properties rented under the old rent laws, before the 1995 liberalisation, can easily cope with total liberalisation. But the census shows otherwise, as the majority of families living in rented properties are ageing. It is a fact that ageing is an important factor that can lead to poverty. Therefore, policies based on social justice should not result in more liberalisation in this sector. Instead, the owners of such properties can be compensated by the State”.

"We also believe that land and property speculation should be reduced. Vacant properties increased by 17,000 over the past 10 years whilst permits for development increased by 48,000 during the last seven years. The census shows that 22.4% of properties in Malta are permanently vacant. It is ironic that whilst vacant properties are increasing, the rationalisation exercise of 2006 increased the size of land available for development. Zminijietna believes that ODZ land should be revised and reduced, and properties which are vacant purely for speculative reasons (say from the third vacant property onwards) should be taxed ".

In the meantime, Zminijietna – Voice of the Left shall present its electoral memorandum, that was sent to the political parties, in a press conference next Friday. The memorandum covers areas such as the economy, education, the environment, and social policy.

Il-housing hija kwisjtoni socjali, u m'ghandiex tigi meqjusa bhala wahda fejn jiddetta s-suq".

Il-propjetajiet vojta zdiedu f’17,000 fl-ahhar 10 snin filwaqt li l-permessi ghal zvilupp zdiedu f’48,000 fl-ahhar seba’ snin. Ic-censiment juri li 22.4% tal-bini f’Malta hu vojt tul is-sena kollha. Hi haga ironika li filwaqt li l-bini vojt qed jizdied, il-Gvern zied il-medda ta’ art ghall-izvilupp fl-ezercizzju tar-razzjonalizazzjoni tal-2006. Zminijietna temmen li l-art ‘ODZ’ ghandha tigi reveduta u mnaqqsa, u l-propjeta’ li hi vojta ghal ragunijiet purament spekulattivi (ezempju mit-tielet bini vojt il-quddiem) ghandha tigi intaxxata".

Sa dan it-tant Zminijietna - Lehen ix-Xellug ser twassal il-memorandum taghha li ntbaghat lill-partiti politici permezz ta' konferenza stampa nhar il-Gimgha. Il-memorandum ikopri oqsma varji fosthom l-ekonomija, l-edukazzjoni, l-ambjent u l-politika socjali.
