Appeal to Malta Employers Association

Żminijietna – Voice of the Left views the recent statement by the Malta Employers Association towards Trade Unions with regards ‘objectivity’ between
atypical work and precarious employment as one that tries to cover up the actual realities that workers are facing in the labour market.

“Under the concept of flexibility, many workers are experiencing low standard of living, precarious employment and difficulties to obtain a bank loan. A typical example is the recruitment of new workers at Malta Post, who are mainly school leavers engaged on a part-time basis, where if given the chance, they will surely opt for full-time employment, since their wage income is relatively low. In fact in social terms they are classified as the working poor”.

“Labour Studies show that the economic recession, unemployment and hikes in prices are putting pressure on the worker to accept any type of work. Flexibility in the labour market is being used to dismantle the present good and secure working conditions, reduce wages and make labour and industrial relations ‘ever more fragile’.

The Neo Liberal economic model is shifting the labour market to ‘precarious contracts’ and part-time employment. Definite contract employment is on the increase across Europe with statistics showing that it has reached 20% of all EU labour force. The period of time for a definite contract is being shortened to a 3 month basis or less, thus creating uncertainty amongst workers. Presently many jobs created in the European Union are on a part-time basis. A correlation exists between low paid jobs and people at risk of poverty.

“It would have been more helpful and just had the Malta Employers Association presented a social agenda to tackle the problem of low wages, inferior and insecure working conditions, rather than resorting to an attack against Trade Unions, on the basis of different terminology for precarious working conditions". 

Our Leftist vision is one of a Social Europe not a neo liberal one. It is clear to everybody that the new contract jobs across the EU are not creating new employment, but instead they are introducing low wages and inferior working conditions.

Żminijietna believes that now is the right time for MEA to actively participate in conjunction with the Government and Trade Unions to introduce new work legislation that stipulates 'decent work' in the Government’s contracts. It would be useful to know which studies MEA refers to when passing such comments against Trade Unions.

Appell lil Assoċjazzjoni ta’ Min Iħaddem.
 
Żminijietna - Leħen ix-Xellug tħares lejn id-dikjarazzjoni maħruga reċenti mill-Assocjazzjoni ta’ Min Iħaddem (MEA) u ndirizzata lejn it-Trejdjunjins fir-rigward ta’
‘l-oġġettività’ bejn dak li hu ‘atypical work’ u mpjieg prekarju bħala waħda li tipprova taħbi realtajiet attwali li l-ħaddiema qegħdin jiffaċċjaw fis-suq tax-xogħol.
 
"Bil-kunċett ta’ flessibilità, ħafna ħaddiema qegħdin jesperjenzaw livell ta’ għixien baxx, impjiegi prekarji u diffikultajiet biex jiksbu self mill-banek. Eżempju tipiku huwa r-reklutaġġ ta’ ħaddiema ġodda fil-Malta Post, li huma prinċipalment żagħżagħ imħaddma fuq bażi part-time, fejn jekk kellhom jingħataw l-opportunità dawn żgur li jagħżlu li jkollhom impjieg full-time, peress li l-paga tagħhom hija waħda relattivament baxxa. Fil-fatt f'termini soċjali dawn il-ħaddiema huma klassifikati bħala ‘working poor’.
 
"Studji soċjali juru li r-reċessjoni ekonomika, il-qgħad u ż-żieda fl-għoli tal-ħajja qed joħolqu pressjoni fuq il-ħaddiema biex jaċċettaw kull tip ta’ xogħol. Il-flessibilità fis-suq tax-xogħol qed tiġi wżata biex jiġu żarmati l-kundizzjonijiet tajba u siguri tax-xogħol, titnaqqas il-paga u biex ir-relazzjonijiet industrijali tax-xogħol isiru 'dejjem aktar fraġli’.
 
Il-mudell ekonomiku Neo liberali qed jittrasferixxi s-suq tax-xogħol għal ‘kuntratti prekarji’ u mpjieg part-time. Il-Kuntratt definit qed jiżdied madwar l-Ewropa bl-
istatistika Ewropea turi li dan laħaq 20% tal-ħaddiema kollha tal-UE. Il-perjodu ta’ żmien għal kuntratt definit qed kullma jmur jitnaqqas għal kuntratt ta’ tlett xhur jew anqas. Din qed toħloq inċertezza kbira fuq il-ħaddiema għal dak li hu futur tagħhom. Preżentament ħafna mpjiegi maħluqa fl-Unjoni Ewropea huma fuq bażi part-time. Teżisti korrelazzjoni bejn impjieg b'paga baxxa u nies fir-riskju tal-faqar.
 
"Kien ikun aktar utli u ġust kieku l-Assocjazzjoni ta’ Min Iħaddem ħarget b’aġenda soċjali sabiex tindirizza l-problema ta’ pagi relattivament baxxi, kundizzjonijiet inferjuri u prekarji ta' xogħol, aktar milli tirrikorri għal attakk kontra Trejdjunjins fuq id-differenza fit-terminoloġija dwar il-kundizzjonijiet prekarji tax-xogħol".
 
Il-viżjoni Xellugija tagħna hija waħda favur Ewropa soċjali u mhux waħda neo liberali. Huwa ċar għal kulħadd li l-kuntratti ġodda tax-xogħol madwar l-UE mhumiex qed joħolqu mpjiegi ġodda, imma minflok qed jintroduċu pagi baxxi u kundizzjonijiet inferjuri tax-xogħol.
 
Żminijietna temmen li issa huwa l-waqt li l-Assocjazzjoni ta’ Min Iħaddem tipparteċipa b'mod attiv flimkien mal-Gvern u l-Unjins sabiex jfasslu liġijiet ġodda tax-xogħol li jistipulaw 'xogħol deċenti' fil-kuntratti tal-Gvern. Huwa tajjeb li nkunu nafu liema studji qed tirreferi għalihom MEA meta għaddiet ir-rimarki tagħha kontra Trejdjujins.
