Work is an important aspect to tackle poverty
 
Żminijietna - Voice of the Left acknowledges the increase in investment towards education, but at the same time we are highly concerned with the increase in poverty ranging from 14% in 2007 to 15% in January of 2010. The same is happening in the European Union where in 2007 the rate was 15% and now, in 2010, it has reached the 17% mark. According to NSO statistics in Malta 42% of school leavers finish school with a low level of education.
 
"Some try to attribute poverty as an individual problem. The reality is that neo liberalism, a deregulated free market economy, is increasing social inequality". 
 
"The fact that we are trying to differentiate atypical work, such as part-time employment, short term fixed contracts and temporary agency workers from being classified as precarious jobs, means that the free market ideology is becoming institutionalized. This is negatively affecting the labour market. Stable jobs are being replaced by atypical work. Many workers with atypical employment are continuously at risk of poverty and are finding it difficult to obtain bank loans and improve their social well being. 
 
The present low basic minimum income, if not adjusted, will keep people living in poverty. An increase in the minimum wage is a social right. The problem is that many workers on short term fixed contracts and part-time employment are also paid at minimum wage. Although the proposal for a €25 allowance for those who opt for a part-time course sounds good, the intention behind this scheme is to leave the system as it is; a system of modern slavery. In the years to come, the minimum wage value will decrease drastically, thus increasing social inequality which will lead to absolute poverty.          
 
A study conducted by Caritas illustrates that in the last five years the lower income strata experienced a 2% to 3% wage increase, while those in the middle and upper income strata experienced an increase in income of 17%. We think that these percentages show a true necessity for an increase in the minimum wage.    
 
Żminijietna – Voice of the Left fears that the problem of poverty in Malta is not being addressed by social means, but by a right wing agenda, where social responsibility is placed on the individual, while the Government abdicates from its responsibilities. 
 
“It is of concern that ETC along with the Ministry of Social policy is promoting a new class category classified as the ‘working poor’, through its work scheme policies, with the pretext that they will be engaged in full-time employment. National statistics show that while part-time jobs are on the increase, full-time jobs are declining. 26,424 are employed on a part-time basis. Another growing precarious employment is that of "agency workers”, also classified as self employed where the amount is 5, 051. This is not the way forward for a just society.

Il-Qasam tax-Xogħol jeħtieġ importanza biex jiġi miġġieled il-Faqar

Żminijietna – Leħen ix-Xellug tara ħaga pożittiva l-investiment mill-Gvern fl-Edukazzjoni, imma fl-istess ħin tinsab mħassba għaż-żieda fir-rata tal-Faqar f’Malta li minn 14% fl-2007 telgħet għal 15% f’ Jannar ta’ 2010. L-istess trend qed tirriżulta fl-Unjoni Ewropeja fejn fl-2007 kienet ta’ 15% u llum fl-2010, din tlaħħaq 17%.  L-edukazzjoni mhiex tilhaq il-miri biex jitrazzan il-faqar bi 42% qed jispiċċaw l-iskola bl-livell baxx ta’ edukazzjoni, skond statistika ta’ NSO.

“Għalkemm, hemm minn qed jipprova jatribbwixxi l-faqar ma’ l-individwu, il-fatt hu li l-politika neo liberali, tas-suq mingħajr kontrolli, qed tkun hi li qed iżżid l-inugwaljanza Soċjali. Il-fatt li qed nippruvaw naħbu li x-xoghol A-Tipiku (part-time, b’kuntratti qosra, self employed u temporarily agency workers) mhuwiex xogħol prekarju, ifisser li l-ideoloġija tas-suq ħieles qed tiġi istituzzjonalizzata sabiex is-suq tax-xogħol f’Malta jiġi mibdul minn wieħed b’xogħol stabbli għal dak A-Tipiku”.

“Ħafna ħaddiema li jaħdmu f’xogħol A-Tipiku apparti li huma f’riskju ta’ faqar kontinwu, qegħdin isibuha diffiċli biex jisselfu mill-Banek u jtejbu l-kundizzjoni soċjali tagħhom.”

Fattur ieħor li qed jżid il-faqar fost il-ħaddiema huwa d-dħul baxx mill-paga minima, li jekk mhux ser tiżdied il-persuna ser tibqa’ tgħix fil-faqar. Żieda fil-paga minima hu dritt soċjali. Is-sabiħa hi li ħafna ħaddiema fuq kuntratti qosra u dawk part-time qegħdin wkoll jitħallsu bil-paga minima. Il-proposta ta’ 25 euro fil-gimgħa marbuta ma’ taħrig, għalkemm tidher tajba, hi ntenzjonata biss biex tħalli l-istatus quo preżenti, ta’ skjavitu modern. Aktar ma’ jgħaddi ż-żmien, il-valur tal-paga minima ser jinżel l-isfel bil-konsegwenza li ser tkompli tiżdied il-qasma soċjali, li finalment twassal għal faqar assolut.

Skond studju ta’ Caritas, is-saffa t’isfel dan l-aħħar snin rat żieda minima ta’ 2% sa 3% fid-dħul tagħhom, filwaqt li s-saffa ta’ fuq rat żieda ta’ 17% fid-dħul taghhom. Nahseb li dawn il-figuri jagħtu stampa ċara għala żieda fil-paga minima hi neċessarja. 

Żminijietna – Leħen ix-Xellug tibża li l-problema tal-faqar f’Malta mhux qed tiġi ndirizzata b’politika soċjali, imma qed tintuża politika b’riċetta tal- lemin fejn ir-responsabilta ser tintefa’ kollha fuq l-individwu, u l-Gvern jabdika mir-responsabiltajiet tiegħu.

“Huwa ta’ tħassib kif l-ETC flimkien mall-Ministeru tal-politika soċjali qegħdin jippromwovu l-kultura tal-‘working poor’, taħt l-iskema tal-‘work fare policies, bl-iskuża li bit-taħriġ dan ser jsib xogħol ta’ erbgħin siegħa. Meta l-istatistika nazzjonali turi li x-xogħol part-time qiegħed kullma jmur dejjem jiżdied u jieħu post dak full time, fejn illum ilaħħaq 26, 424. Xogħol ieħor prekarju li qed jiżdied hu dak ta' ‘agency workers’ li llum qed isejħulhom ‘self employed’ fejn l-ammont ilaħħaq 5, 051. X’imkien fis-soċjeta hemm xi ħaġa li mis-sewwa.
