Budget weak on social policies

Żminijietna – Voice of the Left notes that the Government’s position for Budget 2011 is one for more job creation and greater competitiveness, but it is of a disappointment the fact that the budget is not a social one. The creation of more part-time work, as outlined in the Budget speech is of an example and is of concern. The fact that the increase in the minimum wage is linked to ‘workfare policies’, this will not improve the standard of living of those families living on a minimum wage. This will also increase the problem of the 'working poor’, since this is not stipulated by law for an increase in the worker's minimum income, which we believe this should have been the way forward for worker's right and social justice.

"The award for the full compensation of COLA to pensioners is in itself socially fair, but the fact that the increase granted is too low, will render this measure in effective.  The fact that no measures were announced to restrain the rise in prices of basic and essential services such as energy tariffs and gas is a step backwards in the standard of living for families with minimum and middle income. They will continue to bear the burden of rising of the essential commodity prices. Government’s measure to curb the high prices of medicines remains weak."

"The problem to address social housing has again been left out, to the detriment of young couples. Also the issue of property speculation has not been tackled through this budget.

It’s a shame that the Government is again going to increase subsidies for those families who by choice are sending their children to private schools, when the money could have been utilized for people with disability who up till today are not entitled to receive social benefits.

It is on a positive note that the Government is going to address the problem of exploitation of workers in government's contracts and other workers, including those migrants working in the private sector. We have to wait to see how this measure will be implemented to be effective as human resources to enforce law are still lacking. The real problem facing these workers are precarious job conditions and the fact that they are not employed on a 40 hours week basis. It is also positive the increase in investment in education, science and technology, and renewable energy which is still marginal.

Baġit dgħajjef fil-politika soċjali

Żminijietna – Leħen ix-Xellug tinnota li l-posizzjoni tal-Gvern għall-Baġit 2011 hi waħda favur il-ħolqien tax-xogħol u aktar kompetittivita. Ta’ dizappunt hu l-fatt li din  mhux ukoll waħda soċjali, favur ħolqien tax-xogħol regolari u paga diċenti. Fatt ta’ dan huwa l-ħolqien ta’ aktar xogħol part-time, kif spjegat fid-diskors tal-Baġit. Il-fatt li ż-żieda fil-paga minima ġiet marbuta ma’ ‘workfare policies’, dana mhux ser jtejjeb il-livell ta’ l-għixien ta’ dawk il-familja bil-paga minima u l-problema dejjem tikber tal-‘working poor’, peress li ż-żieda mhiex waħda obbligatorja b’liġi ma’ dħul fil-paga minima. Aħna nemmnu li żieda fil-paga minima kellha tkun mandatorja b'liġi bħala dritt tal-ħaddiem u għal aktar ġustizzja soċjali.

“L-għoti tal-Cola sħiħ lill-pensjonanti hija fiha nnifisha soċjalment ġusta, imma l-fatt li ż-żieda mogħtija hija waħda baxxa, tirrendi dil-miżura bla saħħa. Li ma’ġewx imħabbra miżuri biex tiġi mrażżna l-għoli fil-prezzijiet ta’ servizzi bażiċi u essenzjali bħalma huma l-enerġija u l-gass, huwa pass lura fil-livell ta’ l-għixien għall-familji bil-paga minima u mejda, li ser jibqgħu jerfgħu l-piż ta’ prezzijiet dejjem jogħlew. Fil-każ tal-mediċina l-politika tal-Gvern biex jitrażżnu l-prezzijiet ser tibqa waħda dgħajfa.”

“Huwa ta’ dispjċir li problema tal-‘housing’ reġgħet tħalliet barra, b’detriment għal koppji żagħżagh u l-problema ta’ l-ispekulazzjoni tal-bini l-istess ma’ ġietx indirizzata.

Huwa ta’ għib li l-Gvern reġa żied is-sussidji għal dawk il-familji li b’għazla qed jibgħatu tfal tagħhom fi skejjel privati, meta l-flus setgħu ġew utilliżżati għal aktar servizzi soċjali li jibbenefikaw minnhom nies b’dizabilita li sa llum għadhom mhux intitolati għal dan id-dritt.

Huwa pożittiv li ser tiġi ndirizzata il-problema ta’ sfruttament ta’ ħaddiema fil-kuntratti tal-Gvern u ħaddiema oħra fosthom dawk emigranti mħaddma fis-settur privat. Għad irridu naraw kemm din il-miżura ser tkun effettiva peress li r-risorzi umani għall-infurzar ma’ tantx huma effettivi. Il-problema rejali ta’ dawn il-ħaddiema apparti l-kundizzjonijiet tax-xogħol mhumiex qed jitħaddmu ġimgħa ta’ 40 siegħa xogħol.    

Minn naħa l-oħra naraw bħala pozittiv l-investiment fl-edukazzjoni, fix-xjenza u teknologija u fl-energija rinnovabbli li sa llum għada waħda marġinali.
