Press Release: The Government should clarify its position to the European Directive 36

Żminijietna - Voice of the Left supports the concern shown by the Malta Union of Nurses and Midwives (MUMN) in respect of the European Directive 36 of 2005 (2005/36/EC), that legislates on the recognition of professional qualifications in the medical field. Żminijietna will put forward this directive on the agenda for discussion in the MUESAC Sectoral Committee.

Żminijietna stated that "most of the proposals in this directive are positive, as they facilitate mobility for a person specialised in healthcare; more access to information and less paperwork; the introduction of an alert mechanism where all member states are informed about those professionals who have lost their recognition due to reasons of discipline, court etc; more transparency and justification in terms of regulations for professions”.

“On the other hand, the directive is recommending that for a person to enter into a course of nurses and midwives, the person should have undergone 12 years of general education (primary/secondary) before entering into this course", said Żminijietna.

With regards to this proposal, Żminijietna agrees to a harmonization of this directive. But it feels that Malta should ask for a transition period to implement this directive. We believe that the implementation of this directive will reduce 'social dumping'.

"The Minister of Education should clarify Malta’s position on this directive, especially with regards to the nursing and midwifery fields. We appeal also for an improvement in the working conditions in this sector", concluded Żminijietna.

Stqarrija Stampa: Il-Gvern għandu jieħu pożizzjoni ċara għad-Direttiva Ewropa 36

Żminijietna - Lehen ix-Xellug tappoġġja t-tħassib li qed turi l-Unjin ta’ Infermiera u Qwiebel (MUMN) fir-rigward tad-Direttiva Ewropea 36 ta' 2005 (2005/36/EC) li titkellem dwar ir-rikonoxximent ta’ kwalifiċi professjonali fil-qasam tas-saħħa. Żminijietna se tressaq din id-direttiva biex tiġi diskussa wkoll fil-Kumitat settorjali tal-MUESAC.

Żminijietna qalet li “l-maġġor parti tal-proposti fid-direttiva huma pożittivi, għax jitrattaw l-aċċess faċli biex persuna speċjalizzata fil-qasam tas-saħħa tmur taħdem f’pajjiż ieħor aktar faċilment. Aċċess aħjar għall-informazzjoni u inqas burokrazija. Introduzzjoni ta’ mekkaniżmu ta’ alert fejn l-istati membri kollha jkunu nfurmati dwar dawk il-professjonisti li tilfu r-rikonoxximent minħabba raġunjiet ta’ dixxiplina, qorti etc. Aktar trasparenzja u ġustifikazzjoni f’dik li hi regulamentazzjoni tal-professjonijiet”.

“Mil-banda l-oħra d-direttiva qed tirrakomanda li biex persuna tidħol għall-kors ta’ infermiera u qwiebel, il-persuna trid tkun għamlet 12 il-sena f’edukazzjoni ġenerali (primarja/sekondarja) qabel ma tidħol għal dan il-kors”, kompliet tgħid l-għaqda Żminijietna.

Rigward din il-proposta, Żminijietna taqbel ma armonizzazzjoni ta' direttiva. Imma tħoss li Malta għandha jkollha perjodu ta' transizzjoni biex tiġi mplimentata din id-direttiva. Nemmnu li l-implimentazzjoni ta' din id-direttiva se tnaqqas is-'social dumping'.   

"Il-Ministru ta' l-Edukazzjoni għandu jikkjarifika l-pożizzjoni ta' Malta fuq din id-direttiva, l-aktar f’dak li jikkonċerna il-qasam ta’ l-infermiera u qwiebel. Nappellaw wkoll sabiex jitjiebu l-kundizzjonijiet tal-ħaddiema f’dan is-settur”, temmet tgħid l-għaqda Żminijietna
