Press Release: Żminijietna urges for a more realistic national policy on housing

Żminijietna – Voice of the Left insist on a more realistic policy on housing so to safeguard social justice. The subsidies schemes being offered by the Government and the Housing Authority under the “more than just a roof” scheme are positive, but they are lacking in important aspects, as they do not address the problems that young couples face when buying their first property. Along with these problems, there is also an increase in vacant properties.

“A problem to which the Government is not giving much importance, are the difficulties in accessing a bank loan, due to low wages, precarious employment and the rise of prices of basic services”. 

“The increase in the number of people applying for social accommodation is also of significance. More than 3000 persons are on the waiting list”, stated Żminijietna.

“Statistics issued by NSO show that in the first quarter of 2012, the prices of property have risen by 1.6%. Apartments rose by 1.7%, while maisonettes rose by 6%. This rise in property prices means a greater problem to families on low income,” said Żminijietna.

“On the Other hand national statistics show that over 30,000 of Malta’s labour force are employed on a part-time basis. When we total this with the number of workers employed on a temporary contract, and others on a minimum wage income, one would quickly realise that we are heading for a social crisis,” continued Żminijietna. “The rising in property prices and precarious employment will be the main cause for this crisis”. 

Żminijietna continues by stating that persons with social problems, amongst them ex-convicts, persons with physical or mental disabilities are finding it difficult to find accommodation. In fact Government’s social housing policy lacks in these regards.

Żminijietna concludes by appealing to Government to address these issues with care and with a political will for social justice. We believe that the Government should increase subsidies for first time buyers and should make sure that the interest’s rates are more reasonable. We also appeal for a tax on vacant properties to make good for the increase in subsidies.

Żminijietna – Leħen ix-Xellug tappella l-Gvern għall-politika nazzjonali realistika dwar il-‘Housing’ sabiex tiġi assigurata l-ġustizzja soċjali. L-iskemi ta’ sussidji maħruġa mill-Gvern u l-Awtoritá ta’ djar bl-isem ta’ “aktar minn saqaf fuq rasek” huma pożittivi, imma żgur li mhux biżżejjed biex jindirizzaw il-problema reali li qed jiffaċċjaw ta’ kuljum koppji żagħżagħ li jridu jixtru l-ewwel dar tagħhom. Ma din il-problema tiżdied dik ta’ propjetá li qed titħalla battala.

“Il-problema ta’ nuqqas ta’ self mill-banek, pagi baxxi, xogħol prekarju u żieda fil-ħlas ta’ servizzi bażiċi huma lkoll problemi li l-politika preżenti tal-Gvern dwar il-‘Housing’ mhiex qed tindirizza. Iż-żieda fin-numru ta’ nies li qed jistennew akkomodazzjoni soċjali huwa wkoll wieħed sinjifikanti. Illum dan jlaħħaq aktar minn 3,000 persuna”, saħqet l-għaqda Żminijietna.

“Ċifri maħruġa mill-Uffiċċju Nazzjonali tal-Istatistika juru li fl-ewwel kwart ta’ din is-sena, il-prezz tal-propjeta’ żdied b’1.6%, fejn il-prezzijiet tal-appartamenti żdiedu b’1.7% meta kkomparati mal-istess perjodu tas-sena li għaddiet, waqt li l-prezzijiet tal-maisonettes żdiedu b’6 fil-mija. Din iż-żieda fil-prezzijiet tfisser problema akbar għal dawk bi dħul baxx,” qalet Żminijietna.   

“Mill-banda l-oħra statistika nazzjonali tax-xogħol turi li 30,00 tal-ħaddiema f’Malta jaħdmu esklussivament fuq bażi part-time. Meta wieħed jgħodd dan l-ammont ta’ ħaddiema ma’ oħrajn b’impjieg temporanju, u dawk bil-paga minima, wieħed malajr jintebaħ li fil-qasam tal-‘housing’ se niffaċċjaw kriżi soċjali”, kompliet tgħid l-għaqda Żminijietna. “Il-prezzijiet dejjem jogħlew u l-prekarjetá fis-suq tax-xogħol se jkunu l-kaġun ta’ din il-kriżi”.

Żminijietna kompliet tgħid li persuni bi problemi soċjali, fosthom ex ħabsin qed isibuha diffiċli biex jkollhom fejn jabitaw. Fosthom persuni b’diżabilitá fiżika u mentali. Anka l-postijiet li bena il-gvern dan l-aħħar, dawn il-persuni ġew esklużi minnhom.

Żminijietna tagħlaq billi tappella l-Gvern biex jindirizza din il-kwistjoni b’għaqal u b’rieda ta’ politika li tħares il-ġustizzja soċjali. Nemmnu li l-Gvern għandu jżied l-ammont ta’ sussidju għal min se jixtri l-ewwel propjeta u għandu jara li l-interessi ikunu aktar raġonevoli. Għandu jara wkoll li l-iskemi jkunu aktar faċli biex tapplika għalihom. Nappellaw il-Gvern biex jdaħħal taxxa fuq il-bini vojt biex tissussidja parti minn dawn l-iskemi.
