Żminijietna appeals to the Government to sign ILO Convention

Żminijietna – Voice of the Left appeals to the Maltese Government to sign the ILO Convention with regards to domestic workers and to legislate towards regulation of this sector. The General Workers Union is also campaigning on this issue.

“The ILO Convention has come into force as from the 5th of September 2013 and it is aimed to grant basic labour rights to domestic workers across the globe. According to the International Labour Organisation, there are about 53 million domestic workers”.

“Local statistics from the Employment and Training Corporation show that, in 2010, 140 of 499 (22%) registered home based personal care workers hail from the Philippines”. 

“U.N’s labour agency report states that most domestic workers are employed as housekeepers and carers, work without clear terms of employment, unregistered and are excluded from the scope of labour legislation. Often these workers are also employed under deplorable conditions, face human rights abuses and exploitation. The report also states that most of these workers are women and, mostly migrants”.

Żminijietna – Leħen ix-Xellug tappella l-Gvern Malti biex jiffirma l-Konvenzjoni ta’ ILO dwar ħaddiema domestiċi u biex jilleġisla sabiex dan is-settur jiġi regolat. Il-General Workers Union wkoll qed titkellem favur id-drittijiet ta’ dawn il-ħaddiema.

“Il-Konvenzjoni ta’ ILO daħlet fis-seħħ fil-5 ta’ Settembru 2013, u hija ntiża biex tiggarantixxi id-drittijiet bażici ta’ dawn il-ħaddiema madwar id-dinja. Skond studju ta’  ILO, hemm ma’ 53miljun ħaddiem li jaħdmu fis-settur domestiku”.  

“Statistika lokali ta’ l-ETC turi li fl-2010, minn 499 persuna reġistrata bħala ħaddiema li jaħdmu fil-qasam domestiku, 140 minnhom huma ta’ nazzjonalità Filippina”.

“Rapport ta’ l-aġenzija tax-xogħol fi ħdan il-Ġnus Magħquda jgħid li l-maġġor parti ta’ dawn il-ħaddiema domestiċi huma mħaddma l-aktar f’xogħolijiet biex jieħdu ħsieb il-bżonnijiet u ħtiġijiet tad-dar u bħala ‘carers’, ħafna minnhom mingħajr kundizzjonijiet ċari ta’ l-impjieg, mhumiex reġistrati u esklużi mis-suq tax-xogħol. Aktar minn kwart huma kompletament esklużi mill-qafas legali. Ir-rapport jgħid wkoll li ħafna minn dawn il-ħaddiema huma nisa emigranti”.

Żminijietna temmet tgħid li “l-Konvenzjoni favur il-ħaddiema domestiċi tħeġġeġ lil Gvernijiet biex jieħdu l-miżuri meħtieġa biex jiżguraw protezzjoni legali”.
