Press Release: Żminijietna supports the call for legislation against precariousness 

Żminijietna – Voice of the Left supports the initiative taken by the GWU to campaign for legislation against precariousness. It’s encouraging that the government has introduced a number of mandatory conditions in a bid to clamp down on contracts promoting abusive work practices. It is also welcome that such issues are being discussed in MCESD.

Żminijietna said that “the legislation against precariousness should include a clear definition of what is precarious employment. The ILO stand against precariousness recommends that the minimum wage should be enough for workers to support their household. Workers should have the right for basic social security protection and contractual stability (indefinite contracts), protection from unjustified termination of employment, effective access to freedom of association, and collective bargaining”.

“These are precisely the rights and protections that many workers are losing today, due to neo liberal policies. The ILO - Decent Work Agenda draws a useful conceptual framework for describing and understanding precarious work, and placing limits on the types of employment practices that create precariousness”.

“The Government should also introduce legislation for an increase in the minimum wage. This would improve the quality of life of low-income earners, and would encourage more people to seek employment. Family–friendly measures such as universal and free childcare centres should be immediately introduced”.

Żminijietna – Voice of the Left concludes by stating that the shift in the labour market should aim for decent, regular jobs, and not unstable, precarious employment.

Żminijietna – Leħen ix-Xellug tappoġġja l-inizzjattiva li ħadet il-GWU li tikkampanja għall-leġislazzjoni kontra l-prekarjetà. Huwa ta’ nkoraġġiment li l-gvern introduċa numru ta’ kundizzjonijiet fuq bażi mandatorja bit-tir li kuntratti li jippromwovu prattiċi abbużivi tax-xogħol jiġu eliminati. Huwa wkoll ta’ sodisfazzjon li temi bħal dawn qed jiħu diskussi fl-MCESD.

Żminijietna qalet li “leġislazzjoni għanda tinkludi defenizzjoni ċara ta’ x’inhu xogħol prekarju. Il-pożizzjoni ta’ ILO kontra l-prekarjetà tirrakomanda li l-paga minima għandha tkun biżżejjed biex ħaddiema jsostnu l-familji. Ħaddiema għandhom ikollhom id-dritt għall-protezzjoni bażika tas-sigurtà soċjali u stabilità kuntrattwali (kuntratti indefiniti), protezzjoni minn terminazzjoni ta’ mpjieg mingħajr ġustifikazzjoni, aċċess effettiv għall-libertà tal-assoċjazzjoni, u tal-ftehim kollettiv”.

“Dawn huma preċiżament id-drittijiet u l-protezzjoni li ħafna ħaddiema qed jitilfu llum, minħabba poltika neoliberali. L-aġenda dwar impjieg diċenti ta’ ILO  toħroġ qafas ta’ għajnuna kbira għal deskrizzjoni u identifikazzjoni ta’ xogħol prekarju, u tinserixxi limiti fuq il-prattiċi tax-xogħol li joħolqu l-prekarjetà”.

“Il-Gvern għandu jintroduċi leġislazzjoni favur żieda fil-paga minima. Din għanda ttejjeb il-kwalità tal-ħajja ta’ ħaddiema bi dħul baxx, u għanda tinkoraġixxi iktar persuni biex jidħlu fid-dinja tax-xogħol. Miżuri favur il-familja bħal ‘childcare centers’ universali u b’xejn għandhom mil-aktar fiss jiġu ntrodotti”.

Żminijietna – Leħen ix-Xellug temmiet tgħid li l-bidla fis-suq tax-xogħol għanda taspira għal xogħol diċenti u regolari u mhux xogħol instabbli u prekarju.
